Internet Access Policy for Personal Computers in the Residence System

Management of the flow and volume of network traffic enables Iowa State
University to optimize existing Internet resources for everyone.
Management policies are designed to only affect those individuals whose
personal computers generate very high Internet traffic levels; usage by
individuals making normal academic use of the Internet from their
computers should not be impacted. Academic use is defined as computer
use based on the three goals of the University "learning, engagement,
and discovery" and relative to the student's academic program (a
course, a project, etc.). Management tools are used to maximize
throughput and to reduce response time within the network capacity
available.
The owner of a computer connected to the data network has the
responsibility of keeping the machine virus-free, and the system and
application programs up-to-date. Computers that produce network
traffic patterns indicating the machine is infected with a virus or has
a network-unfriendly program (e.g., port or network address scanning,
denial-of-service attacks) running on it may be blocked from accessing
the Internet or disconnected from the campus network. Steps you can

Unauthorized copying and distributing of copyrighted music, movie, or
software files is copyright infringement under the Digital Millennium
Copyright Act (DMCA). The sharing of these files through Windows file
sharing, IRC/FTP, or any of the peer-to-peer file sharing programs
(e.g., KaZaA, eDonkey, BitTorrent) is a violation of copyright law.
DMCA complaints received from the RIAA and other artist associations
will be processed through Judicial Affairs in the Dean of Students
Office following DMCA requirements. Multiple complaints against an
individual may result in University disciplinary action and/or loss of
